What happens first when something is not right
The first step is being asked to put it right. That applies to every problem this article lists. Some of them are paperwork: a declaration never written, one written incorrectly, technical records missing or wrong. Others are about the packaging itself, such as too much empty space or too little recycled content. What differs is only what follows if the problem carries on. For the paperwork ones, a country then moves to stopping the packaging being sold, or having it recalled. For the others, it applies its own penalties instead.
