Being on the register before selling into a country
A producer has to register in every country where it first makes packaging or packaged goods available, or where it unpacks packaged goods without being the one who uses them. Until that registration is in place, it may not do either of those things in that country. Where a country allows it, an authorised representative registered there can hold the registration instead.

Worth knowingThe register itself is one each country sets up under this article, and the shared format for those registers is still waiting on a decision, which is described separately. Where a producer has handed its extended producer responsibility duties to a producer responsibility organisation, that organisation meets these obligations instead, unless the country says otherwise.
